New handbook on language learning at pre-primary level

It sets out guidelines on how to provide quality and effective language learning in pre-primary settings. It is aimed at Member State authorities and administrations in charge of early childhood education and care and of language education. It also highlights the importance of pre-primary learning of a minority/regional language. This is considered to promote mastery of the first language/mother tongue and functional skills in the second language as well as a good preparation for bilingual schooling. It also points out that pre-primary staff need further training and regular practice of the minority/regional language.
