Primary school teachers in France have to prove a B2 level in a foreign language

In France a new rule says that everyone has to prove a level B2 (independant user) in a foreign language, in order to become a Primary school teacher, but this is not valid for parents of 3 children and more, who can take the exams without this attestation.

Do you think it's normal that future teachers of our children, who will have to teach a foreign language from key 1, since it's now mandatory, could, just because they already have 3 children, be exempted of certificates that are required from the others ?
